The first of the classic county atlases was created by Henry Bridgens in 1861 from an 1860 wall map of Berks County prepared by Lawrence Fagan. The last of the 19th century Pennsylvania county atlases is one of Lancaster County dated 1899. There are only 11 counties not covered by a classic 19th century atlas: Cameron, Clinton, Elk, Forest, Fulton, McKean, Northumberland, Pike, Potter, Sullivan, and Wyoming. This list is based on the Library of Congress holdings as given by LeGear which appears to be rather complete for Pennsylvania county atlases; and is extended up to 1950 to include early 20th century atlases that resemble the older ones.
